TAIWAN’S CSBC-DEME WIND ENGINEERING SIGNED CONTRACTS WITH ZHONG NENG POWER CORPORATION TO BUILD ZHONG NENG OFFSHORE WINDFARM

As the second phase of Taiwan's offshore wind farms potential zones development process has been approaching to the end, Taiwan’s CSBC-DEME Wind Engineering (CDWE) and Zhong Neng Power Corporation Preparatory Office has signed two localization contracts this afternoon for Zhong Neng Windfarm Project, which is jointly developed by China Steel Corporation and Copenhagen Infrastructure Partners. The two contracts include foundation transportation and installation contract, as well as wind turbine transportation and installation Preferred Bidder Agreement (PBA).

 

Developed by China Steel Corporation and Copenhagen Infrastructure Partners, Zhong Neng Offshore Windfarm has the grid connection capacity of 300MW, which must comply with government’s local content policies and will be completed in 2024. In order to implement the localization policy required by the government, Zhong Neng Power Corporation Preparatory Office have worked closely with CDWE, the local professional engineering construction company, over several technical discussions to ensure the implementation of localization to be fulfilled and have thus reached the agreement. The contracts signed today, including foundation T&I contract and wind turbine T&I PBA, will help to promote the localization policy in government’s second phase potential zones development process, adding more highlights to the process.

 

Both Industrial Development Bureau (IDB) and Bureau of Energy of Ministry (BOE) of Economic Affairs have been continuously working together to establish relevant implementation policies for the localization for Taiwan’s offshore wind industry since 2017. As local companies, China Steel Corporation and CDWE have devoted themselves in implementing localization into the projects. China Steel Corporation spares no effort in the integration and investment of wind turbine component production and steel structure fabrication. Meanwhile, China Shipbuilding Corporation (CSBC) has also invested efforts not only to build a professional construction team for marine engineering but also to build working vessels. For Zhong Neng Offshore Windfarm, the foundation and wind turbine transportation and installation works will certainly be executed to the most of Taiwan’s fleet capacity.

 

CDWE was set up by CSBC and Belgian DEME Offshore as local company in Taiwan. CDWE has signed a PBA for the WTG transport and installation scope of CIP’s Changfang-Xidao OWF in May 2019. Recently it has also signed a PSA with Hai Long Offshore Wind for a large-scale Balance of Plant (BOP) scope. Today the two contracts signed again marks the realization of CSBC’s strategy for its business diversification and its role as a pioneer and driving force in the localization policy for government’s third phase blocks development, making further contributions to Taiwan’s renewable energy potential.
